Yes, a permanent resident and a citizen can get a marriage license, you may need to produce documentation to prove of his legal status, but there should be nothing stopping you from getting the marriage license and getting married. This will also help him get his US citizenship too. The best way to find this out for sure is to call your local county clerk office where you live and they will give you any requirements they have on getting a marriage license, because it my differ from state to state. There is a fee when you get your marriage license so you can ask about that too when you speak with the county clerk office. Make sure you don’t get to the clerk’s office right before they close, because you will have paperwork to fill out and it may take a little time, because there maybe a line of people there.
